**Vote:** For

**Rationale:** Lowers collateral factors on hard-to-sell tokens, so a price drop is less likely to add to existing bad debt. Sets the MORPHO market to a flat low rate, since its debt can’t be repaid and a high rate only grows it. Moves the pause guardian to the security council multisig that already protects Ethereum, supporting protocol safety.
