# Weekly Governance Update: Week of July 20th, 2026 Three onchain proposals went up for a vote this week. ## Proposals ### [MIP-R41](https://moonwell.fi/governance/proposal/moonriver?id=238) **Summary** : Submitted on Tuesday, this proposal sought to strengthen the security of Moonwell’s Moonriver governance system as the Moonriver deployment continues through its wind-down process. Specifically, it (1) transferred administration of the Moonriver MOVR market to a designated security contract, (2) enabled the transfer of the protocol-controlled MOVR balance to the Foundation-designated wallet through that contract, (3) increased the Moonriver governance proposal threshold to 100,000,000 WELL, and increased the Moonriver governance quorum requirement to 100,000,000 WELL. ### [MIP-X63](https://moonwell.fi/governance/proposal/ethereum?id=179) **Summary** : MIP-X63 implemented Anthias’ previous [risk parameter recommendations](https://forum.moonwell.fi/t/anthias-labs-risk-parameter-recommendations/1759/18) and [reserve recommendations](https://forum.moonwell.fi/t/anthias-labs-reserve-recommendations-7-22-26/2190) for the month of August, adjusting risk parameters on Base and OP Mainnet and using protocol reserves to repay bad debt held by insolvent accounts (accounts supplying less than $1.00 of assets) on Base and OP Mainnet. ### [MIP-X64](https://moonwell.fi/governance/proposal/ethereum?id=180) **Summary** : The second of two proposals submitted Thursday, MIP-X64 sought to begin the sunset of Moonwell’s Moonbeam deployment, specifically executing the “Before Sunset” phase; it removed the routes that point to Moonbeam so that no new governance messages nor xWELL bridge transfers are sent to a chain that is being wound down. There was $14.5K in collateral seized across 49 liquidation events. - **Ethereum** : cbBTC borrows are up 87% and supply up 23% (utilization +52%), while USDC supply is down 11% and borrows down 21%; WETH supply contracted 6%.
