# **Weekly Governance Update: Week of December 15th, 2025**

Two onchain proposals went up for a vote this week.

## **Proposals**

### [**MIP-R35**](https://moonwell.fi/governance/proposal/moonriver?id=68)

**Summary** : MIP-R35 was resubmitted onchain on Monday, proposing changes to Moonriver collateral factors (setting each at 25%) to further wind-down the chain’s markets. This effort comes after [MIP-R32](https://moonwell.fi/governance/proposal/moonriver?id=65) and [MIP-R33](https://moonwell.fi/governance/proposal/moonriver?id=66) were passed last month. **Summary** : MIP-X39 was submitted on Thursday. It sought to update the oracle configuration for the rETH market on Base and OP Mainnet to a Chainlink exchange rate-based oracle. It also sought to manage debt on OP Mainnet, allocating some WETH reserves toward repaying bad debt on the rETH and cbETH markets.

**Summary** : Anthias posted a weekly update on Thursday for the Moonwell markets covering the previous week.

- **Base** : WETH supply is down 10%; cbXRP borrows are up 12%. There was ~$126K in liquidations across 201 events.
- **OP Mainnet** : WETH borrows and supply are up 30% and 22%, respectively. USDT supply is down 29%. There was ~$17.5K in liquidations across 205 events.
- **Moonbeam** : There was ~$9.5K in liquidations across 87 events.
- **Moonriver** : There was ~$980 in liquidations across 23 events. The deprecation of Moonriver markets continues this month through the gradual reduction in collateral factors. The post also included recommendations regarding bad debt remediation, including earmarking some WETH reserves on Base to cover cbXRP debt and some WETH reserves on OP Mainnet used to cover rETH and cbETH.
