With recent activity in the DAO and the inflow of new delegates, it seems to me that there may be some importance in formalizing a voting schedule so that there’s an additional degree of structure in governance procedure. For those unfamiliar, here is how the proposal cycle currently functions on Moonwell:

Ideation and Discussion: Proposals begin with community discussions in the Moonwell Governance Forum or Discord.

Formal Proposal (MIP): Once an idea is ready, members with sufficient voting power can submit a formal Moonwell Improvement Proposal (MIP).

Voting Period: There is a 3 day voting cycle for all proposals, requiring a majority of “For” votes and a quorum threshold of total votes to pass.
Additionally, Snapshot Voting allows for community input on major decisions as an offchain procedure/temp check to gauge some sentiment prior to pushing an onchain vote.
There may be a missing component here. For example, in Arbitrum DAO, it has become common practice in the last 3 months for proposals to start every Thursday, and end the following Thursday. It is doubtful to say that a week long time frame is necessary (though this can be debated) but it is reasonable to add some predictability to when votes start, this would aid those in different time zones, and add structure to the delegate schedule.
In Arbitrum DAO it works as following:
- Temperature check/Snapshot vote uploaded on Thursday with a week-long voting period.
- If the vote passes and requires an onchain proposal the following week, the onchain proposal is uploaded on Monday/Tuesday so that the proposal can be executed for voting on Thursday.
To that end, I am proposing that we choose a start date for when proposals should be open for voting. I would love to hear everyone’s insight on this.
